Fresh garlic is sometimes infested infested and must be checked.

The peels may have insects. the cloves, though, are generally clean. Consequently, the peels should be removed and discarded. The cloves may be rinsed and eaten.

Garlic-Dried

Not infested under normal circumstances. Need not be checked.
